Health insurers are warning the government of a looming health funding crisis.

In a briefing to the Minister of Health, the insurance sector warns of a growing imbalance in health funding over the next 20 years.

The Health Funds Association says New Zealand has the fifth highest level of public spending on health in the developed world.

Chief executive Roger Styles says this is unsustainable over the long term.

"We've looked at a couple of low-cost targeted solutions, we realise the Government's finances probably aren't in the best shape for the next three or four years."

Mr Styles says among the solutions are a rebate for over 65s.
